Dave Talan, Editor of this Update, announced his candidacy for Mayor of Providence on April 19, before a cheering audience at the Columbus Theatre.  In case you did not see the story in the Providence Journal's Metro Edition, we have reprinted it below:

On April 21, Dave was invited to be on WPRO radio's morning talk show with host Dave Barber.  Dave explained his campaign platform of:  good schools for all our children; holding the line on taxes and spending; and honest ethical government.  Originally scheduled to be on for one hour, Dave received so many calls from interested listeners, that he was asked to stay on for a 2nd hour.  If you missed this, the wonders of modern technology will make it possible for you to hear it.  WPRO radio is planning to post the audio on their web site.  (It is not up yet, but should be soon).

PROVIDENCE -- Vowing to be the "Laffey of Providence," Republican David Talan announced his intention last night to run for mayor of Providence.
Talan, 57, a computer analyst for the state Department of Labor and Training, received about 10 percent of the vote when he ran against David N. Cicilline in 2002.
Calling Cicilline a "decent and honest human being," Talan said he wouldn't make personal attacks, but promised to challenge the mayor's policies.
An audience of about 60 people applauded Talan's campaign agenda at the Columbus Theater last night.
Talan said he would offer vouchers to Providence families who send their children to private schools -- about 8,000 students -- and those who want to, which he estimated would be 10,000 more.
Talan said his plan would save taxpayers $25 million and ease overcrowding in the schools. He said he would also fight to lift the moratorium on charter schools.
"I want to make it possible for parents to have a choice," he said.
Talan said he'd oppose unfunded education mandates from the state, but promised not to ask Governor Carcieri for more money.
"I've got a radical idea for the City of Providence. In order to balance the budget, I propose we cut spending instead of raising taxes," he said.
He'd seek more concessions from unions, as Cranston Mayor Stephen P. Laffey did, he said.
Cicilline settled several contracts during his first term in office and many of the unions agreed to share some of their healthcare costs. Talan, however, said the contracts did not go far enough. The Providence unions agreed to pay about 10 percent of their healthcare costs, while several Cranston unions agreed to pay up to 20 percent.
Talan said he would adopt Laffey's Taxpayer Relief Act, a proposal before the General Assembly, that would remove pensions from collective bargaining and mandate that municipal employees pay 20 percent of their healthcare costs.
Talan served as administrative assistant to former Rep. Mary Ross and was on the Providence Board of Park Commissioners for 12 years. Talan lives at 25 Santiago St. and is a lifelong resident of Providence.
As the chairman of the Providence City Republican Committee, Talan pledged to run Republican candidates for the 35 Providence City Council and legislative seats up for election in November.

NEWPORT VOTE BUYING SCHEME UNVEILED

In a move designed to pre-empt state Democrats, Rhode Island GOP Town Chairmen have announced "The Chairmen's Poll," an extensive vote buying and trading plan designed to elect more Republicans to the RI General Assembly.

The plan revolves around a May 6 event at the Elks Lodge on Pelham Street in Newport, at which votes for Senator Lincoln Chafee or Cranston Mayor Stephen Laffey may be purchased in unlimited quantities for 'walking around' money, and cast without fear of prosecution or arrest.

Chairmen's Caucus co-chairs Dave Cerullo and Dave Talan both expressed great enthusiasm for the move. "This will be a night to remember, for all concerned. We set out to do something that reflects Rhode Island politics at its worst, and we think we have succeeded. It will be hard for anyone to top this event, and even more difficult for anyone not to have a good time," they said.

Participants will be assessed a $15 initiation fee, and are free thereafter to eat, drink, lie, cheat, buy, trade and cast votes for their favored candidate. A cash bar will be provided. All proceeds will go to GOP candidates for General Assembly.

The event will begin at 6 p.m. and continue until polls close at 9 p.m. Ample parking is available at the Elks Lodge. 21A.  Wednesday June 7  -  RESCHEDULED - YOUNG REPUBLICANS Meet The Candidates Statewide Event  -  at Rhode Island College (R.I.C.) in Providence.  Governor Carcieri will be the guest speaker.  Candidates at every level (school committee to statewide office) from every city are asked to come and participate.  Each candidate will be given an opportunity to introduce themselves, and each city committee will have a table for their candidate materials and volunteer signup.  This is a fundraiser, and the candidates and city committees participating will be given donations from the funds collected that evening.

The R.I. Republican Party has made major upgrades to its website, www.rigop.org.  This site, developed by Party Communications Director Chuck Newton, puts the Democrats' web site to shame.  The following is from the news release, announcing the new site.

ACTION CENTER MAKES THINGS HAPPEN

The Rhode Island Republican Party today unveiled an entirely-refurbished website - WWW.RIGOP.ORG - that promises to make more GOP and political information more readily available, and serve as a launch pad for GOP activism in Rhode Island. In development since late last Fall, the new site provides information on and access to RI GOP:

- Organization
- Leadership
- Events
- News
- Candidates
- Election matters
- Convenient access to GOP elected officials
- Quick access to Volunteer opportunities
- A new donations center that allows Republicans to support the Party financially through a secure site accepting VISA, Mastercard and American Express cards.

Featured on the home page is current RI GOP news, and GOP news from Washington; an at-a-glance events calendar; and several opportunities to highlight Republican candidates and features.

One highlight of the new site is the ACTION CENTER, a series of links aimed at helping Republicans get their message to local and national newspapers; connect with national and local talk radio programs; communicate with Congressional leaders and representatives; sign local and national petitions on-line; volunteer for GOP activities; and make an on-line contribution.

Developed with assistance from the Republican National Committee, the website was previewed recently with the RI Republican State Central Committee, and reactions have been strongly positive.

B.  BROWN GRAD'S NEW BOOK EXPOSES LIBERAL BIAS

Travis Rowley, a local Rhode Islander (Narragansett) and recent Brown University graduate, has written a unique and controversial book about Rhode Island's very own Ivy League institution. Rowley describes his book, OUT OF IVY, as a “damaging tell-all of his alma mater, and a harsh appraisal of radical liberalism.” Out of Ivy offers us a glimpse inside the walls of our Ivy League neighbor, and one conservative student's personal showdowns with Brown's campus left. His account of his alma mater is all too similar to the political atmosphere at other colleges, and will make a great read for anyone who is interested in university politics, the sad state of academia, or the intrigue of the Ivy League. How a Liberal Ivy Created a Committed Conservative


When Travis Rowley entered the Ivy League he was “politically disinterested.” To the dismay of campus liberals, Brown University changed that. While naively simmering within one of the nation's most activist universities, Rowley's personal character ultimately compelled him to engage Brown's most radical progressives, and he suddenly found himself immersed in campus controversies that were forcing him to develop his own political mind. Now he offers up Out of Ivy, a damaging tell-all of his alma mater, and an unapologetic condemnation of leftist ideology.

Out of Ivy is Rowley's personal story, and it demands special attention. He was the captain of Brown's football team, a Catholic raised on traditional values, and a politically oblivious youngster, who somehow became a controversial columnist for the university newspaper. Through his narrative readers are offered an up-close look at a fierce cultural clash of two worldviews-a chance to better understand the sharp contrast between liberalism and conservatism.

Out of Ivy is not for the sensitive reader. The author is stunningly forthright with his opinions, and pulls no punches from those whom he feels deserve the harshest reprimand. With uncompromising certainty and a mocking tone, he tells of his negative reactions to almost everything sermonized by Brown's campus left. From university speech codes to the open curriculum; from the Brown Democrats to the Queer Alliance; and from abortion to multiculturalism Rowley lays his mind bare, deriding everything he found distasteful with Ivy League liberals-right down to their “incessant, pandering concern for people's feelings.”

Of course, Ivy League doctrine considered Rowley primitive and bigoted -a racist, a sexist, and a homophobe. Indeed, he was labeled as such by his
classmates. But he “had come from a family that taught [him] to be kind and charitable…from a beautiful religion that taught [him] to never judge, and to always forgive.” So he set out to identify his own principles, or otherwise succumb to the pressures of intellectual conformity. In the end we discover that this controversial campus character wasn't adopting traditional ideals in protest to the liberalism that pervaded Brown's campus. Rather, he was attempting to quickly define the conservatism that was already inside of him, the values he had arrived with.

On the first page of the RI-1040 (and 1040EZ) form, beneath "Name and Address," you are given the option to designate a contribution of $5.00 (or $10.00 if married and filing jointly) for the public financing of the electoral system.

The RIRA is the R.I. affiliate of the National Federation of Republican Assemblies, a thoughtful organization of GOP conservatives working to grow and strengthen the Republican Party, in the tradition of Presidents Ronald Reagan and George W. Bush.  This is a dinner meeting, and if you want to eat, you pay for your own meal.  Any like-minded conservative Republican is welcome to attend their monthly membership meetings.
The RIRA, which usually meets the 2nd Tuesday of the month, will begin hearing from candidates for U.S. Senate and statewide office at this meeting, and will vote on endorsements in June.  The RIRA will also be hosting a National Board meeting of the NFRA in late July.  Republican Assembly leaders from most of the 50 states will be coming to R.I. then.

A.  DEADLINE FOR CANDIDATES TO DISAFFILIATE IS NEAR

Most of the people who read this Update are registered Republicans (or Unaffiliated).  But a small number are registered Democrats (and may not even know it).  This is for you, if you are giving even the slightest consideration to being a candidate for elective office in 2006.

Under Rhode Island's election laws, candidates for all offices (from U.S. Senate down to Town Council) file their official declaration of candidacy between June 26 and June 28.  In order to file to run as a Republican, you must be listed as a registered Republican (or as an Unaffiliated voter) no later than 90 days before this filing period (i.e. by MARCH 28th).  Some people voted years ago in a Democratic primary, and forgot to disaffiliate immediately after voting (or did disaffiliate, but the local Board of Canvassers did not record this properly).  If you are unsure if this applies to you, respond to this E-mail, and we will check it out for you.  Do not wait until March 28.  We do not want to lose out on any possible Republican candidates this year.


B. PROVIDENCE GOP RESPONDS TO CICILLINE STATE OF CITY

The Providence Republican Party has offered its response to Mayor Cicilline's recent State Of The City speech.  City GOP Chairman David Talan offered ideas on improving education for all our children; holding down taxes & spending; and providing honest, ethical government.

On education, Talan praised Governor Donald Carcieri for offering significant new aid to the city; more for the Met School; help for Hope High; and easing the way for experts to teach math & science in the public schools.  Talan also commended Carcieri for seeking more Charter Schools in our city.  Talan called also for school vouchers for private & parochial schools; in order to relieve overcrowding, end cross-town busing, save money, and improve education for poor children who are now trapped in failing public schools.

On taxes & spending, Talan pointed to the shining example set by Mayor Steve Laffey in the neighboring city of Cranston.  Talan urged support for Laffey's "Taxpayers Relief Act", that would stop unfunded mandates and allow reduced spending, without a reduction in services.

On ethics, Talan called on the Democrat-controlled City Council to pass an Ethics Ordinance, that would go further than the one proposed by Cicilline.  He would end the practice of Councilmen accepting campaign donations from city workers and people who do business with the city.  He suggested that recent economic development in the city is a direct result of businessmen no longer having to pay bribes, kickbacks and political contributions to the city administration.

PROVIDENCE REPUBLICAN RESPONSE TO MAYOR'S 2006 STATE OF THE CITY ADDRESS

The Providence Republican Party wishes to respond to Mayor Cicilline's  recent State Of The City address.  We have suggestions on how to improve education for all our children; hold down taxes and spending; and provide honest, ethical government.

EDUCATION

We applaud Governor Carcieri for proposing to give an additional $3.9 million in school aid to Providence in this year's state budget.  Since the state will not raise taxes; and the General Assembly will not take money away from the other 38 cities & towns to give to Providence; we urge the Mayor to accept this aid graciously and not demand even more.

We also commend the Governor for proposing to give $600,000 more to the Metropolitan Career & Regional Technical Center (The Met), a network of small alternative High Schools in Providence.

And we especially commend the Governor for proposing an end to the moratorium on Charter Schools, which benefit Providence more than any other city.  (Rhode Island is the only state in the nation which legally blocks the creation of new Charter Schools, that provide a superior education at low cost, due to their freedom from burdensome teachers union controls).  Providence currently has the legal limit of 4 Charter Schools (Textron, Cuffee, Highlander & Times 2), but would easily have a dozen or more if allowed to.  The Mayor should support legislation to allow Providence an unlimited number of Charter Schools.

We also praise the Governor for trying to make it easier for scientists and engineers to teach math and science in the Providence schools, without having to take all sorts of worthless education courses to gain certification.

We also give credit to the Governor for having the state take oversight over Hope High School, and starting the process to straighten it out.  While the Mayor tries to claim responsibility for this, we note that the State Department of Education had to step in, after the city and the teachers union were unable or unwilling to act.

We applaud the efforts of School Superintendent Donnie Evans to improve public education in Providence.  But we recognize that he cannot succeed unless we find ways to reduce costs, relieve overcrowding, and provide competition that forces the teachers union to relax its stranglehold on needed reforms.

The time has also come to consider using school vouchers for private & parochial schools, as a way to reduce the city's education costs.  This would eliminate overcrowding; end cross-town forced busing; remove the need for costly new buildings; and improve education for everybody.

TAXES & SPENDING

To balance the city budget without raising taxes, we call on the Mayor to look for ways to spend less, while still providing the same level of services.  Specifically, we call on the Mayor to actively support Cranston Mayor Steve Laffey's "Taxpayers Relief Act Of 2006", a creative series of bills that would allow cities to spend less money, by relieving them from unfunded state mandates.  Laffey's legislation would relieve the city from several costly mandates, involving school busing, special education, and property revaluation.  The legislation would also lower pension costs by raising retirement ages and reducing cost of living adjustments; waive some education regulations; clarify management rights on privatization, layoffs, pensions & health insurance; and control health costs.

We also call on the Mayor  to propose additional cost-saving legislation not included in Laffey's bills.  We suggest repeal of the prevailing wage law, that drastically drives up the costs of construction work and services contracted for by the city.  We also call for an "Unfunded Mandates Act", that would relieve cities from complying with any mandates that are not funded 100 percent by the state.

The School Department offers the best opportunity for reducing spending, since this is 55 percent of the city budget.  We say there should be fewer children in costly special education programs, which cost twice as much per child as regular programs.  The percentage of children in special ed in Providence (and in R.I. as a whole) is double the national average.

We urge the Mayor to follow Mayor Steve Laffey's wonderful example in our neighboring city of Cranston.  There, Mayor Laffey has successfully taken on special interests (like the crossing guards), and has been able to convince most unions to accept reasonable compromises on health benefits and work rules.  Providence needs to do the same.

ETHICS & HONEST GOVERNMENT

We join the Mayor in urging the Democrat - controlled City Council (14 Democrats, 1 Green, & no Republicans) to finally pass an Ethics Ordinance.  But we would go further than the Mayor's proposal.  We ask the Council to refuse all contributions from city workers or people who do business with the city.  This would encourage even more  economic development in Providence.

There are many people who wanted to bring their business to our city under the previous administration, but were unwilling to pay bribes, kickbacks, or political campaign donations.  Now, these businessmen are streaming into our city, knowing they do not have to pay up.  If the City Council would do its part, we could do even better.

More than 2 dozen Rhode Islanders attended the 33rd annual Conservative Political Action Conference February 9 to 11 at the Omni Shoreham Hotel in Washington DC, together with 4,500 other Republicans from around the country. They heard from the top conservative thinkers in the U.S., including: 
Vice-President Dick Cheney; Sen. George Allen; Dick Armey; Michael Barone; John Bolton; Sen. Sam Brownback; Elaine Chao; Sen. John Cornyn; Ann Coulter; Sam Donaldson; Sen. D.  GOP WINS COUNCIL SEATS - COVENTRY & WOONSOCKET

February 14 (Valentine's Day) was a big day for lovers and for Republican Council candidates.  GOP candidates won 2 special elections to fill vacant seats, formerly held by Democrats, in Coventry and Woonsocket.

In Coventry, BOB THIBEAULT, an accountant and Budget Analyst at U.R.I., won by 59 votes (out of more than 700 cast).  He joins incumbent Republican Greg Laboissoniere and one enlightened Democrat, to take effective control over the 5-member Coventry Town Council.  Congratulations can be E-mailed to:  RobertDistrict4@aol.com.

F.  KERRY KING FOR LT. GOVERNOR STORY

The Providence College student newspaper, The Cowl, recently ran this story about announced GOP candidate for Lt. Governor Kerry King.

Class Of 1965 PC Alumni Team Up In Politics

When Kernan King entered the gates of Providence College, he was just a boy of 17. The year was 1961. Now, more than forty years later, Kernan "Kerry" King '65 will be running for Lieutenant Governor of Rhode Island alongside Republican Governor Donald Carcieri.

What ties King's campaign even closer to Providence College is the man running King's campaign. Frank Sullivan '65 graduated in the same class as King.

The campaign to elect King was kicked off on Monday at the Providence Marriot, where family, friends, press, and other political figures gathered as King announced that he would be running for Lieutenant Governor. Governor Carcieri was in attendance, as well as Stephanie Chafee representing her husband, Rhode Island Senator Lincoln Chafee.

While Carcieri and King will technically appear separately on the election ballot, the two expressed their eagerness to work together.

"In the short time I've gotten to know him, I don't think we could have a better candidate for lieutenant governor in our state than Kerry King," said Carcieri.

King began his speech by saying, "I'm running for lieutenant governor because I believe in Don Carcieri."

He went on to describe how he wants to work to "make the ocean state the jobs state." King spoke of the vast global economy and how as a state, Rhode Island must be ready to compete for jobs with other states and even other countries who have millions of coming-of-age workers to offer.

"Let's just suppose for a minute that Bill Gates decides to move Microsoft from Seattle," King said. "What must Rhode Island do to be the kind of place to compel Bill Gates to move here?"

King had three answers: stop high taxes, stop corruption, and stop big government.

King called the corruption that has plagued Rhode Island "a cancer" and stressed the importance of making sure that business in Rhode Island is honest.

"If the Ocean State is to become the jobs state, we must stop the sleaze and get rid of the sleaze balls once and for all," King said.

A native of Rhode Island, King was born and raised on Atwells Avenue in Providence and attended various parochial schools in the Providence area. He graduated from LaSalle Academy before attending Providence College.

While attending Providence College, King worked at various textile mills to pay his tuition. He graduated in 1965 with a degree in English.

After graduating, King received his law degree from the Boston University School of Law, receiving honors awards in real estate and criminal law. Most of his career afterward was in the financial services sector. He retired as Executive Vice President of Met Life in 2002, where he was responsible for a $900 million operating budget and more than 11,000 employees.

King expressed his Rhode Island heritage during his speech on Monday by referencing some of his favorite things about living in the state.

"I like coffee milk, Awful Awfuls, New York system hot wieners," he said. "I like clamcakes and Del's Lemonade and I'm still searching for the best meatball sandwich in Rhode Island. I am a Rhode Islander, true and true. I want to serve the governor and I want to serve you."

In an interview before his announcement at the Marriot hotel in Providence on Monday, King spoke highly of his experience at Providence College and the tools it gave him to prepare for life after college.

"The education I received from the Dominicans at Providence College gave me and my family high moral principles and values," said King. "It was a great place to go to school."

He spoke fondly about the academic knowledge that Providence College gave him, a student who didn't know exactly what he wanted to do with his life at the time. He remembers how proud he felt when he made the Dean's List during his senior year.

Sullivan expressed nostalgia for Providence College as well, recalling a tuition price of $800 and attending church every morning between classes with his classmates and the Dominican Friars.

Sullivan also said that King is anxious to speak to the students of his alma mater personally about his campaign and what he wishes to do if elected Lieutenant Governor of Rhode Island. Sullivan is currently in the process of arranging a date to visit campus and connect with the Providence College community.

When asked if he had any messages for students currently attending Providence College, King stressed his plan to generate more jobs in the state and how he hoped PC graduates would take advantage of new opportunities he wants to generate.

"We don't want people to just go to school here and then leave," King said. "There are smart students coming out of college in Rhode Island with their degrees, ready to work and make a living. We want them to stay and get jobs and I want to help create those jobs. They can have a future here."

The Voter Initiative Alliance is now approaching its goal of 20,000 signatures of R.I. voters on petitions supporting this important good-government reform (which would give ordinary citizens the ability to enact needed measures when stonewalling legislators refuse to act).  They will be presenting the petitions to the General Assembly the week of March 6th.  On Tuesday March 7th they are planning a huge State House rally with the governor and legislative supporters - a big media event.
